Meet Our Board Members
Officers
Barbara Robertson
President, New Limerick
Ms. Robertson has a bachelor’s degree in Elementary Education specializing in Special Education and worked in public education for over 20 years. She also has experience in retail serving as district manager for the House of Fine Fabrics for 10 years. Always engaged in her community, she was the President of the Board of the Literacy Council of Caroline County, Virginia; President of a homeowner’s association in northern Virginia; Girl Scout Leader; and Mildred’s Food Pantry volunteer. In her church, she has been President of the Relief Society and a teacher in various organizations within the Church of Jesus Christ of Latter-Day Saints. She has served on the Agency Board since 2017.
Walter Elliott Jr.
Vice President, Limestone
​Mr. Elliott worked as Director of Technology for Limestone Community School and MSSM for many years and later was the Assistant Director of Technology for RSU39. Prior, he served in the Air Force for 21 years. He served as chair and selectman for the Town of Limestone, vice chair of Northern Maine Development Commission, a board member of Aroostook Waste Solutions, and as a church leader throughout northern Maine and the Atlantic provinces. He has served on the Agency Board since 2021.
Mary Anne Buck
Secretary, Mapleton
Ms. Buck worked alongside her husband, Jack, for 35 years at Buck Farms in Mapleton. She served on the Northern Maine Fair Association Board, St. John Aroostook Rural Conservation and Development Council, and is past president of the Maine Agri-Women. She currently serves on the ACTS retreat team for the Parish of the Precious Blood. She is proud of her four children, 14 grandchildren, and nine great-grandchildren. She has served on the Agency Board since 2002.
Roger Lagasse
Treasurer, Fort Kent
​​A native of Madawaska, Mr. Lagasse worked at Northern Maine Medical Center for 38 years as the Chief Finance Officer. After his retirement from the hospital, he worked for three years for the Catholic Diocese of Portland as a business manager for St. John of the Cross Cluster. He has a Bachelor of Science degree in Accounting from Husson College. He is Past President of the Madawaska Jaycees and Past Chair and Member of the Hospital Insurance Board.
Rev. Dr. Kenneth Phelps
Past President, Presque Isle
Rev. Dr. Phelps has served on the Board since 1996 , most recently as President. He is a retired American Baptist pastor with 39 years of service in Aroostook County Baptist churches. He currently serves as a chaplain of Northern Light Health AR Gould Hospital. He lives in Presque Isle with his wife Carolyn. He has two children and four grandchildren.

Jocelyn Haley
Fort Kent
Ms. Haley has worked for over 30 years for Northern Maine General in Eagle Lake, with the last 11 years focused as the Human Resources Specialist. She received her master’s in business administration from Thomas College. She currently serves on the Northern Maine Growth Initiative, is a member of the Northeast Society for Human Resource Management, volunteers for the Can-Am Crown International Sled Dog Races, and she is a past memberof the Northern Maine Community College Advisory Council. She resides in Fort Kent with her husband.
Donald Raymond
New Canada
Mr. Raymond worked as the Registrar for University of Maine at Fort Kent for 34 years. He serves on the Board of Appeals for New Canada and on the Edgar J. Paradis Cancer Fund Board of Directors. Don is a member of the Fort Kent Senior Citizen Center, the Fort Kent Historical Society, and the Department of Inland Fisheries Freshwater Committee. He has served on the Agency Board since 2013.
Central Region
Dr. Dorothy "Dottie" Martin
Fort Fairfield
Ms. Martin served 46 years in the field of education with students from pre-k to post graduate. She has a Ph.D. in Higher Education Leadership. She has served as a board member of several organizations, including the Maine State Board of Education, County Federal Credit Union, Central Aroostook Chamber, and the National Consortium of Specialized Secondary Schools of Math, Science and Technology where she also served as President of the Board. She is a Rotary Paul Harris Fellow, was the 2018 Chamber Director of Year, and received a legislative sentiment from the 130th Legislature upon her retirement in 2022.
Alva King
Limestone
Ms. King taught school for 47 years in Maine, New York and Germany. A graduate of Aroostook State Teacher's College, Alva did graduate work at UC Santa Barbara, Ball State, Berkley, UC San Luis Obispo and SUNY Plattsburg. She has travelled the world as a daughter and wife of career Air Force men. Her leadership experience includes Officer of her Sorority, Member of the United Methodist Church Parish Council, and longtime National Honor Society Advisor. She enjoys singing, learning and writing fiction. She has served on the Agency Board since 2020.
Deborah J. Jones, FNP
Presque Isle
Ms. Jones was born in Eagle Lake as part of a bilingual family. She started her career as a registered nurse at The Aroostook Medical Center in the Intensive Care Unit and then Educational Services for 17 years. Continuing her education, she later worked as a Family Nurse Practitioner in Primary Care for 15 years with a special interest in Women’s Health and Geriatrics, transitioning to Northern Light Home Care and Hospice in 2015 until her retirement in 2023.
She treasured being able to work along side her husband and mentor Dr. David Jones in both Family Practice and Hospice.
She enjoys gardening, cooking, exercising, and spending time with friends and family including her children and six grandchildren.
Darrell Cullins
Fort Fairfield
Originally from Easton, Mr. Cullins worked for over 35 years in construction management for the federal government leading projects around the globe, including over 10 years at Loring Air Force Base. He currently is an engineer for the U.S. Department of Agriculture. He serves as a Board Member of the Caribou Congregate Housing Development Corporation, is a Trustee for Baptist Park in Mapleton, and is a member of the Aroostook Agency on Aging Advisory Council. He resides in Fort Fairfield with his wife. He is a proud father, grandfather, and great-grandfather.
Southern Region
Patricia McCain
Ludlow
Ms. McCain graduated from the University of Maine with a degree in marketing and management. She worked in management for many years in banking and retail in Salt Lake City, and later Seattle, during which time she actively volunteered in fundraising for the University of Utah’s medical care auxiliary for a new hospital chapel. She then moved to Beaumont, Texas where she became a leader in Weight Watchers. After that, she spent many years traveling and living in Indonesia, Nigeria, and Kuwait. Now she lives and runs her family farm in Ludlow. She has always had a five-year plan and now plans to spend more time giving back to the community to make it a better place to live.
Keith MacKenzie
Island Falls
Mr. MacKenzie is a native of Island Falls. He has a bachelor’s degree in economics from the University of Maine. He was employed at Katahdin Trust Company for 38 years, working for many years as a Branch Manager in Oakfield and Island Falls. He is past president of the American Baptist Churches of Maine and is active in his local church and has served as district secretary and treasurer for the Lions Club. He has served on the Agency Board since 2019.
Mary Harbison
Linneus
Ms. Harbison retired in 2018 as principal at Hodgdon Middle/High School after 41 years in the field of education. She has a Master of Education degree from Bridgewater State College and is a Licensed Social Worker. She currently works at Madigan Estates in Houlton. She has served as a Trustee of the Board of both Houlton Regional Hospital and Community Living Association. She and her husband, David, have two grown children and five grandchildren.
Members at Large
Kathie Davis
Mapleton
Ms. Davis is an Aroostook County native, a graduate of Washburn High School and the University of Maine at Presque Isle with a degree in education and music. She dedicated many years of service as a volunteer to her church as a musician, choir director and worship leader. She also was an active volunteer in the Presque Isle school system as a classroom assistant, accompanist for the elementary and middle school chorus groups, and with the parent-teacher organization.
She loves spending time with her grandchildren, gardening, reading, and learning new things. She is a member of the Board of Directors for Advent Christian Retirement Communities in Kittery and has served on the Agency Board since 2021.
